1. Summary
1.1 The IJMC has been formed by Jet Modellers for Jet Modellers. The purpose of the IJMC is to bring the Jet Scale competition to an internationally accepted class. To serve this purpose, a member country organizes a Jet World Masters competition every two years.
1.2 The IJMC is composed of representatives from member countries. These representatives elect the IJMC Board members to stand in office for four years. Elections always takes place during the main IJMC meeting held at each Jet World Masters competition.
1.3 In order to guarantee continuity in the administration of the IJMC the election of the board members will be made in two groups of three, with elections held every two years.
The Chairman, Secretary and Judges Representative will be elected at the same time with the Treasurer, Technical Adviser and Press Officer being elected in the other group.
1.4 The official seat of the IJMC is the home town of the current chairman.
1.5 The official language of the IJMC is English.

2. Membership
2.1 Every country can become a member of the IJMC. A country is elected to membership at the IJMC Annual General Meeting. (In 1996 it was decided that Scotland and England would be recognized as separate countries each having its own representatives.) In the case of any dispute, the IJMC meeting of representatives shall make the final decision.
2.2 Every country is entitled to one vote at IJMC meetings. However a country can send more than one representative, but the representatives have to agree upon a single common vote.

3. IJMC Country Representatives
3.1 The IJMC country representatives are responsible for disseminating the activities of the IJMC council.
3.2 They take care of running the IJMC matters in their respective countries.
3.3 They are responsible for the organization of the qualifiers for participation to the Jet World Masters.
3.4 They provide the Jet World Masters Organizer with national team entry details.
3.5 They channel information between their national jet modellers' organization and the IJMC and prepare proposals for the Annual General Meeting.

4. IJMC Associate Members
Individuals who undertake key responsibilities during Jet World Masters competitions must be recognized members of the IJMC. They will have no voting rights (other than through their country's representatives). They are classed as IJMC Associate Members to distinguish them from the Country Representatives. They will be elected by the IJMC Country Representatives.

5. IJMC judges
5.1 The IJMC holds a list of recognised judges. Every country has the right to propose one judge and one reserve. To be admitted to the Jet World Masters, judges must be approved at the IJMC Annual General Meeting.
5.2 The five top scoring countries from the previous Jet World Masters competition have the fundamental right to nominate one judge from their own country. In addition the organizing country also has the right to nominate one judge and one reserve judge.
5。 IJMC裁判

6. IJMC Board
6.1 The main task of the IJMC council is to administer the IJMC.
6.2 The IJMC council consist of six officers:
Chairman: Shall be the President of the IJMC and as such will preside over IJMC meetings. He will be the official spokesman for all IJMC interests and will make the final decision where any vote is tied.
Secretary: Shall deputize for the Chairman in the Chairman's absence. He will take the minutes of the meetings, gather all information about rule changes and take care of all written communication on behalf of the IJMC.
Treasurer: Shall administer all financial matters. He will keep a record of all transactions. He will make Annual Reports on the financial position of the IJMC to the Council.
Press Officer Shall be the link between the IJMC and the Press. He will gather press information world-wide concerning the IJMC or organizations under IJMC cover. He will keep council members informed of developments in the Jet Scale scene. He will prepare press releases and arrange press conferences. He will keep the CIAM informed of IJMC activities.
Technical Advisor: Shall be responsible for the correct application of the F4J rules. He will advise judges on the correct interpretation of the rulebook. He will supervise scoring at the Jet World Masters competition.
Judges Representative: To be Inserted.

7. IJMC Jet World Masters Meeting and Annual General Meeting (AGM)
A meeting is convened during every Jet World Masters competition in addition to the Annual General Meeting to process IJMC business and serve the purpose of decision making.
7.1 Jet World Masters Meeting
This meeting is held during the Jet World Masters competition (every two years). On this occasion, most of the countries' representatives are present. This permits interchange of ideas and feedback from IJMC member countries and a forum in which to discuss the future of the IJMC. If any matters are voted on only the countries with representatives present are allowed to vote. No proxy votes will be accepted.

7.2 Annual General Meeting
The AGM takes place at the beginning of the year. During this meeting, Jet WM organisation, IJMC policy, and any rule changes are discussed and voted upon. To be able to vote, the member country must have a representative present. The only exception is the voting on rule changes, which can be done by proxy. Proxy votes must be received and be validated before the meeting.
Rule change proposals must be received by the secretary’s office before 01 November of the year preceding the AGM and must be submitted in writing. The secretary will assemble the proposals and prepare them in such a way as to facilitate voting during the meeting. The voting slips will be sent out 4 weeks ahead of the AGM and only those slips properly filled in and returned to the Chairman by the morning of the meeting, at the latest, will be considered valid.
Countries can only submit rule change proposals through their respective IJMC representatives.
During the year in which the Jet WM competitions are organized, no rule changes are allowed which would have any influence on the competition, unless the Rule change is for safety reasons.

8. Finances
In order to function properly, the IJMC needs financial resources. Regular income is provided by the entry fees for the Jet World Masters competition where an equivalent of EUR 25 per entry is levied for the benefit of the IJMC. Furthermore, the IJMC relies on the support of member countries and on donations from industry. An annual subscription from each IJMC member country, of an amount to be agreed at each Annual General Meeting, will be levied in order to guarantee viability of the organization.

9. Rules
Rules will remain valid for at least two years. The Rules to be used for the JWM competition must be published at the latest by the 31 March of the preceding year.
